Finely penned Document signed, in French with translation, to the President of Peru, (José Rufino Echénique, 1808-1887, President 1851-1855 & 1865), saying he has received with great interest his letter, informing him that he has been elected President, congratulating him, and expressing his wish for stronger and closer ties with Peru, adding "I am touched by the wishes you form for my happiness", 2 sides folio, Brussels, 15th July clear but a little faded
