I regret exceedingly there should still be a difference of opinion amongst the Inhabitants, as to the expediency of a Police Act, & the establishment of a Regular Market. My sentiments on this matter are well known, that it cannot be supposed I shall at any time countenance a measure of this nature, were I not well satisfied it would ultimately greatly conduce to the advantage of the Town, and to the Safety and Comfort of the Inhabitants.
