(b. 1928, Professor of History, Edinburgh University, 1966-1974), saying how much he enjoyed "spending Friday evening with you and your colleagues", he is "glad we had ... at least a brief word about Scottish Nationalism" and that "John MacGregor had a most interesting ... discussion with you over dinner", Heath assures Best he "does not treat lightly the feelings of many in Scotland that they are being neglected by Central Government", picking out "three reasons in particular", namely "over the past ten years ... the exceptionally heavy run down in its basic industries as a result of technological change", that "despite all the Labour Party's promises in the early '60s, Labour Government has been even more disastrous for Scotland than for the United Kingdom as a whole", and "the growth in the sense of disillusionment ... with Westminster and Whitehall among all areas and regions away from London", Heath recognises that "any solutions" must be "soundly based ... not ... emotional ...", and has set up "in Scotland a powerful group to examine all forms of devolution ... it would be wrong to make quick or easy promises without considering very carefully all the consequences ...", 2 separate sides 4to, House of Commons, 31st January
