I am commanded to acquaint Your Highness in reply, that the Queen fully appreciates the sentiments which have inspired Your Highness in making this request, and while I am to assure you of the Queen's earnest desire at all times to meet the wishes of Your Highness, I am to state that this being a matter which is connected with the Welfare of Her Service it will require the careful consideration of Her Majesty's advisers before a decision can be taken ...
