Sir Francis campaigned especially for prison reform, individual liberty, and Catholic emancipation, being committed to the Tower in 1810 for breach of privilege in the Commons. He married in 1793 Sophia, daughter of Thomas Coutts the banker, and was father to Baroness Burdett-Coutts (1814-1906).
