Lowther is considered one of the best Speakers this century. He presided at the Electoral Reform Conference, 1916-1917, over votes for women.
Robertson Scott was a member of the Rural Housing Advisory Committees under four Ministers, and wrote on agricultural matters in Holland, Japan and Great Britain.
