LS with autograph opening and closing to Mrs Macpherson, saying he has now "heard from Lord Newton ... that the Agreement made with the Turks (which has not been ratified by them) provides for the exchange of invalids, without reference to rank ... In 1920 he became a member of the Hague Permanent Court of Arbitration, and in 1921 a judge there. 'He had the secret of never worrying about work when he was not doing it, just as he was never flurried when he was doing it' ('The Times'), and was involved in many important international arbitrations.
