FORSTER (William Edward, 1818-1886, Liberal Politician)

Son-in-law of Arnold of Rugby and nephew of Elizabeth Fry, Forster carried the Endowed Schools Bill, and the Elementary Schools Bill of 1870, providing universal primary education, and his Ballot Bill in 1872. Forster was Liberal M.P. for Bradford from 1861. A severe critic of Parnell, he resigned in April 1882 as Secretary for Ireland (along with the Lord Lieutenant) when a majority of the Cabinet decided to free Parnell and his colleagues.
