Sir Edward negotiated the meeting of Jules Favre and Bismarck at Ferrières in 1870. As agent and consul-general in Egypt, (1879-1883), he helped to restore financial stability and reorganise the government, and was succeeded in this post by Lord Cromer. In Berlin (1884-1895) he settled rival British and German claims in the Congo and Samoa.
