in Latin with translation, saying, after his titles, "that the excellent Joseph Stoffer, Secretary of Our Palatine Office ... has faithfully reported that ... Joanna née Palásthy, wife of ... Count Joannes Pongrátz, junior, of Ovár and Szent-Miklós, Chamberlain of ... His Majesty", the Emperor Franz I, "and Secretary of the Council of the Royal Dominion of Hungary, ... in her usual residence in the Castle of Buda, being present in person before him, trusting in the sincere honesty and skill in business of her said husband ... chose ... him her ... Plenipotentiary for ... executing the Act of Division with her brothers, appointed for the 7th and following days of May", allowing him "to appoint as many Procurators [legal representatives] as ... necessary ... by amicable means to bring all to a conclusion" for the particular purpose for which "she has chosen, appointed and ordained him", the Palatine adds that these Letters of Testimony are to protect her position for the future, large wafer seal with elaborate arms, 1 side 18¾" x 14¾", Alcsút, Hungary, 30th April

As regent for the Emperor, Joseph presided over a period of immense upheaval, but earned the respect of many by his promotion of education, manufactures and trade. Magyar replaced Latin as the official language in 1839.
