concerning his "application to the Office of Works for free admission to the Tower of London of 350 school-children ...I have made enquiries from the Office of Works and I am sorry to say that there is nothing I can do for you. The reason for the restriction of free admission to 500 children in any one day is that, without it, the Tower becomes so congested that other visitors are held up, and cannot see it properly; and the authorities are bound to consider everybody's interest. The Office of Works feel the greatest sympathy with your position but both they and the Board of Education feel it is essential, in fairness to the five hundred school-children to whom free admission has been granted, that the terms of this arrangement should be strictly adhered to, and they feel that it would be both unjust and impracticable to make exceptions in favour of any one party ...", 1 side 8vo., Treasury Chambers headed paper, 15th June
