Our Minister resident to the Republic of the Equator ..." appointing him "Our undoubted Commissioner, Procurator and Plenipotentiary, giving to him all manner of Power and Authority to treat, adjust, and conclude ... any Treaty, Convention, or agreement ... and to sign for Us ...", 1 side oblong large folio on vellum with original appended GREAT SEAL and fine red and silver tassels, Windsor Castle, 27th March the great seal has been professionally repaired as has the black box which has the original crested liner on the inside
