I am very anxious that any one who has ideas with reference to the improvement of th House of Lords should put them into a definite Shape, in which we can examine them. The proposition that a certain reform is necessary is one suitable for consideration. There is no initial objection to it. Known as Lord Salisbury, he was a British statesman and Conservative politician who served as Prime Minister of the United Kingdom three times for a total of over thirteen years. He was also Foreign Secretary before and during most of his tenure. He avoided alignments or alliances, maintaining the policy of "splendid isolation".
