The 2nd Earl was a Lord of the Admiralty, 1827-1828, held several cabinet posts, and was indefatigable as a reforming Tory. To him is due the first 'standing committee' of the Cabinet. By bringing together the heads of the Admiralty, War and Colonial Departments, it redeemed many of the errors made in the early stages of the Crimean War.
