addressed to Farrer Herschell, (1837-1899, Q.C. 1872, Solicitor-General 1880, Lord Chancellor and 1st Baron 1886), being a Licence to Plead on behalf of Richard Wilson, Railway Labourer of Falkin, Cumberland, at his coming trial at Carlisle for Felony, Wilson having petitioned the Queen to that effect, "having in all the proceedings relating to the said Indictment" consulted with Herschell, "who may be very useful to the Petitioner ... in the Trial", the Queen granting him "Our Royal Licence ... as often as there shall be occasion",
