The Shah was keen to maintain friendly relations with Russia, France and Great Britain, all of whom had strong influence in the Middle East. He allowed the telegraph to India across his dominions, introduced a postal service, and worked with his French doctor (Tholozan) on issues of public health. He visited Europe three times, in 1873, 1878 and 1889, including England on the first and last of these occasions.
