Sir John Eldon Gorst
, (1835-1916, Conservative M.P.) held various government posts but was frequently independent-minded. He served on the Royal Commission on Labour, 1891-1894, which may be the one referred to here.
Furniss
specialised in drawings from the Commons Gallery, which he worked into full-page illustrations in
Essence of Parliament
. He also illustrated Dickens and wrote 'Confessions of a Caricaturist', novels and humorous articles.
