Document Signed to the Rt, Hon. Dudley Ryder and the Rt. Hon. Thomas Steele, from 1791 Joint Paymasters General of the Forces, saying that "We the General Officers appointed to Inspect & Regulate the Clothing of the Army Do hereby Certify that the Clothing for the 19th Regiment of [Light] Dragoons commanded by ... Viscount HOWE", (William, 1729-1814, from 1799 5th Viscount), "having been inspected ... by a General Officer ... & found agreeable to His Majesty's Instructions", they desire the Paymasters to assign the Off Reckoning from Lord Howe to his agents, Richard Cox and Charles Greenwood, amounting to £5775 3s 9d, for the period 25th May 1799 to 24th May 1801, summary title on verso and list of part payments already made by the Pay Office, 2 sides folio, Comptroller's Office, 25th July

Lord Howe had fought in Canada and led the forlorn hope at the Heights of Abraham in 1759. In the early stages of the American War of Independence, General Howe was joint commander-in-chief with his brother Admiral Howe, hoping however for an arranged conciliation with the colonists. After some early successes but disagreements with the home government he resigned his command there in 1778.
Sir William Fawcett, early fluent in French and German, was Aide-de-Camp to the Marquis of Granby in Germany. In 1760 he announced the victory at Warburg in German to George II, then returned as deputy adjutant general and Granby's military secretary. Later he enlisted Hessians and Brunswickers to serve against America, and was known for his care for the troops.
Lord Harrington was Aide-de-Camp to General Burgoyne at Saratoga, the news of which he carried home. He then raised and commanded a regiment in Jamaica, 1780-1781. Later he was Commander-in-Chief, Ireland, 1805-1812.
Sir Harry Calvert had been part of the surrender at Yorktown, remaining a prisoner till in 1783 he returned home with is regiment. At this time he was Adjutant-General of the Forces, 1799-1818.
