the bottom part of the document is browned and frayed slightly affecting the other two signatures

There is no such thing as bullet proof cloth. The German tailor had a chrome steel shield 3/8 inch thick. My shield was nickel steel 1/4 inch thick and weighed 10 bs to the square foot so you see it is a question of weight.
