Finely penned document signed, in French with translation,
to the President of Peru, (Manuel Cardamo, 1842-1904, President 1895 and 1903-1904), hastening to inform him "that Her Royal Highness Princess Albert of Belgium, My beloved Niece, has been happily delivered on the 10th of this month of a Prince who has received the names of Charles Théodore Henri Antoine Meinrad", (1903-1983, Count of Flanders, Regent 1944-1950), he is sure from "the ties of good understanding which exist between Belgium and the Republic of Peru" that the President will "share in the joy", 1 side 9" x 7", Laeken, 12th October
two neat filing holes in left margin, barely touching two letters (Translate) Very Dear and Great Friend, I hasten to inform Your Excellency that Her Royal Highness Princess Albert of Belgium, My beloved Niece, has been happily delivered on the 10th of this month of a Prince who has received the names of Charles Théodore Henri Antoine Meinrad. The ties of good understanding which exist between Belgium and the Republic of Peru are for Me sure guarantees that Your Excellency will share in the joy which this happy event brings Me.
