explaining that “with reference to your signal of tonight, I regret to have to report that the delay in the ‘Thrush’ leaving Montreal this morning was due to the neglect of the quarter master of the Middle watch in failing to call the Chief Engineer and Engine Room Staff at the time stated in his order book.
